Suspension Coilovers for under $1400
I had them on my WRX and a few friends have used KW's on various VW's and Audi's and none of us have ever had a bad thing to say about them. They'd be my choice in that price range as well

The KW V1 are a very nice product, but do keep in mind they are not adjustable for rebound or compression. If you're just looking for a "put it on the car, set the height and go" setup then this can't be beat.
One thing I can tell you from expecience in developing coilovers for the Subaru platform is the good quality damping adjustable coilovers are not cheap, and you definitely get what you pay for.

Koni Yellows with 3rd party adjustable perches and sleeves running Eibach ERS springs. total will be well under 1400 bucks, fully adjustable custom rates and bodies and custom spring rates.

thanks for the info. i think im going to go with the koni yellows since i already have the mach v srpings and im happy with the hight of the car. what im trying to get is a better ride (less bumpy).

I'm also in the camp looking for sub $1,400 coilovers. I want something that won't jar every bolt in the dash loose and won't feel like I'm thrashing the car everyday out on public roads. At the same time, I want to at least equal the handling of the stock MCS and be able to adjust the ride height.

Yeah something like that, i used to use Groundcontrol system spring..which they just sold the springs and perches with a warrant for track use..With those shocks you can not go wrong, if you think the ride is too hash you can play with the damping in the rear or swap it for a softer spring set. Considering Koni yellow cost 800 bucks, and 4 eibch springs are like 200 then those adjustable perches are like 200 bucks...makes sense.
Also Koni can revalve the shocks if you need in like a week...try that with TEIN or other coil overs. Personally, i would not use another shock for the money...if money were no object i run Moton.

Plug for the H&R. I have used both the RSS and std. versions on my MINI's (and other cars) they are great choice, solid engineered, and a GREAT warranty. A US based outlet (in bellingham Wa) makes any issues easy to resolve.

I'm still looking for coilovers myself. Can't find anyone to give me an unbiased review of H&R's (sorry Adam
). I really don't want to be jarred and bounced around and I only want to lower mine about 1".Sounds like you have no problem recommending M7's though, which is good to know.
One of the important things to look for is a damper with a shaft as wide as possible. The stock R56 dampers are very large in diameter, this will allow for the truest movement, the least wear on the shaft/seals and the least deflection cause they will be most resistant to he moment loads placed on slaft them during hard use.
