to get your cross weights correct you need the car loaded with the driver and the sway bars disconnected.

on a side note, some sway bars have different heat treatments and differnt alloys. A larger diameter soild standard steel bar may not be stiffer then a smaller hollow stiffer alloy with different treatment bar.

While in theory what you're saying is possible, in practice you'll never find a hollow bar that's smaller than a solid one. The smallest hollow bars I've seen are always larger than (or at least equal to) the largest solid bars.
