Is it from the A/C ??
It's the computer, which was intentionally programmed to crack the electronic throttle whenever a load like A/C or power steering is switched on, since otherwise the engine may stall more easily (for example, if the compressor cycles on right as you are releasing the clutch).
It's been virtually a standard feature since air conditioning was first put into cars in 1939, first with a "fast idle" dashpot on the carburetor, then later with various idle air controller motor schemes. With e-throttle no additional hardware is required, only software.

harhoosh is in Bahrain, which is probably not the easiest place to obtain MINI service, and is hot.
In the old days you could simply adjust the dashpot until you were happy (or unplug wires from the PS pump or A/C compressor), but now you'd need a custom software flash (MTH?) which I probably wouldn't recommend for a JCW. Let's face it: a car with the early gear ratios and driven in such heat with A/C on is going to feel pretty soggy on the bottom end anyway and decreasing the idle speed will likely make it even worse.
