Yes, that's correct. Remove the passenger side tire then remove the plastic fender liner. Quite a few screws there holding it in place. It's much simpler then removing the front bumper to get to it.

Are you talking about the "fog" light located in the bumper? The driving lights are a dealer installed option that are attached to the bonnet and raise when you open it, along with the headlights.
