Totally true without a baffled tank or foam filled cell. Most of the newer cars have baffles designed specifically for this reason, though.

sirron, that's an easy one. I weight 193 fully clothed! So that's about 32 gallons of gasoline (or 24 gallons of water). I can stand to loose about 5 gallons of gasoline.

Baffles are strategically placed walls to prevent a loss of fluid at low levels. Another way to prevent loss of fluid is a "stand pipe" which is when the fuel pick up is at a higher point than the tank bottom by a couple of inches or so. You would totally see it if I could draw it for you. I'll look around and see if I can find a technical drawing of it to paste here.
