Bad belt squel after 15% install

I had my 15% Alta pulley installed w/ a smaller belt this past Tuesday. Well, since then every time I start my car there is a squel. I figured it was a loose belt. I went ahead and bought some belt dressing spray and used that on the belt to help aleviate the noise, but that didn't work at all.
The squel only lasts until the engine warms up. My worry is, could the belt be loose or the pulley get pushed back to far? What could go wrong during a pulley install that would cause the belt to squel. Thanks

(I live in the dorms, so tools are not available to do much work.)

Sorry I can't help you much there, but aren't you only supposed to use a smaller belt if you have the 17% or 19%? I remember that you can use the stock belt for the 15%.

That is what I figured, but it seems to be the trend here in the UK to throw on a smaller belt w/ 15%. I'm going to try to retighten things up today.
