R56 crank no start

2011 Mini S
98,000 miles

Previous owner stated that car started to surge on highway and became hard to start. Eventually would only crank, no start.

Replaced the high pressure fuel pump, did not resolve the issue.
Tested HPFP relay, its good.
Tested the in tank fuel pump, it works as it should.
Have lots of spark at each cylinder.
Replaced the crank shaft position sensor, no effect.
Checked the 15A fuse for the JBE and its fine.
No codes present, shows engine light while cranking. Tried to scan while cranking but didn't get anything. Battery is fully charged.

Will crank all day but will not fire. Any ideas would be greatly appreciated.

Might be cylinder head. The exhaust/intake valves are known for bad seals, which allows oil leak by and coke build up where they seat
