Headlights are still on even when car and light switches are off?

Yesterday, we had a couple inches of snow (have had frequent precipitation the past few weeks) and my left low beam headlight (2012 R56 JCW - US model) was on for at least four hours last night according to my roommate. To be clear, this is the first time this has happened in the two years I've owned the car. I turned on the car, checked that the headlights and fog lights were in the off positions as well as checked the high beam. Turning indicators were not on either. I turned the car on and off multiple times. I ended up disconnecting the negative terminal of my battery last night and reconnected it this morning. The left headlight came back on and would not turn off. I took out the fuses which look to be in good shape. I did not look at the relay. Do I need to replace the bulb, headlight, or the electrical harness for the headlight? Has anyone had this happen before? If so, what fixed your issue? I found a post where an owner had their right headlight stay on after a mod and they had to replace their footwell module due to a short; is that likely my issue?

Edit: The car had not been driven for two weeks when this happened, so I'm inclined to say it had something to do with the snow/precipitation.

Edit 2: I replaced fuses F52 and F53 and now the lights shut off, but the hazards randomly come on during driving.

It would probably be worth getting the footwell module (FRM) scanned for errors. It sounds like something inside it isn't right.

I don't think you have the exact same issue as that other post. One of the features of the FRM is that if it detects a short circuit on any of the lights it will kill power to those lights to prevent damage. If the short keeps re-appearing the module permanently locks-out that circuit and you have to replace the module. (Actually there are ways to unlock it but that's more advanced).

edit: Are your headlights halogen or xenon?

Do I need to go to a Mini/BMW mechanic to get the FRM scanned or can I go to an auto parts store?

Also, I'm not sure if they're halogen or xenon. The DRLs are bluish, but the actual low beam seems more orange than blue, so I assume halogen. They're whatever's stock for the 2012 JCW.

The auto parts stores only have generic readers. Most mechanics should have the ability.

An app like Carly will scan the FRM, but you will have to purchase the app and an OBDII reader. A BMW/MINI mechanic will charge around $100 or more to just scan your car, but they can read it. Where are you located? An independent BMW/MINI shop or someone on the forum might be able to help you out as well.

You may receive more help by posting your question / issue in the correct forum section.
You have a 2013 2nd Gen MINI not a 1st.

Our 1st generation did this. The headlight relay was stuck "on".
