well documented issue
problem is with the speed resistor in the fan assembly .. you can find MANY threads about this. I had the problem twice in my 02
(low speed burned out and the car defaults to high speed but forgets how to turn it off!)
A uniqueness of the 02 it there is no fuse you can pull to have the fan quit when this problem occurs. Ya need to disconnect the battery to save it else the running fan will drain it ...
then either the factory part needs to be replaced or one of the 'fixes' developed over time installed if you are handy .... the factory part is not cheap as I recall.
