High Beam/Low Beam Uneven

I have the standard halogen headlights and I can't level both high and low independently, so do I find a happy medium or just level the low beams since they'll be used primarily. Does anyone else have this problem? It's the right side that is low on the high beams, is this normal? When I adjust the right lamp up, then it's the low beam that is too high. I checked all the bulbs and they are all the way in correctly and straight.

Seeing up the right side should not be a problem with the low beams, the high beams should be punching right up the middle of the road, not much spread, thats for the low beams and fogs,if needed.

I'd adjust the lows evenly and not worry a lot about the highs. If the right's a little higher, it'll just help light up that side of the road to help you see anything that might be there (pedestrians, animals, etc....)better.

Thanks for the replies. Before my initial post I did searches here and at MINI2 and the only thread with the highs uneven was about zenons (self-leveling).
