V.39 and loss in gas mileage and hp

the dealer recently installed V.39 to correct the cold start issue [even though it isn't supposed to correct this quirk]. it didn't do anything for the problem [stalled like clockwork the next morning] but cold weather appears to have mostly eliminated it . the colder it gets, the less it happens. the problem that i have now is that every tank since the install of V.39 has averaged 24.4 mpg from a pre-install rock solid 28 mpg. this is calculated by odometer, not computer. additionally, it feels like they subtracted about 20 hp...has anyone else had this happen?

My car feels very strong with V39. I have not driven it enough to judge fuel consumption. How about try a ECU reset? (do a search on mini2..... need to go into the test menu on your odometer)

Remember that lower temps will also cause a drop in MPG.
