I replaced the pump with new ZF pump, filled and bled with proper fluid, replaced engine fan and pump fan, but I still have the problem I started with: i have to run the engine for about a minute before I get power steering and when boost is there, steering is kind of heavy. Suggestions?

 

Plenty of correct fluid and the only component not replaced is the steering rack
