Boost / Vacuum readings out of sorts?

Boost / Vacuum readings out of sorts?

Greetings all,

I've got a 2009 Cooper S (R56/N14) and I'm looking to see if these numbers are irregular.

Readings coming from Torque app via OBD.

Vacuum @ Idle
AC and fan off: 18.5
AC MAX on: 13.5-14
AC on: 14.5

Vacuum while coasting (no gas at all): 20-21

Also, I don't get ANY boost unless I'm over 40% throttle (Torque throttle reading at the manifold), and even then, it's only a few PSI unless I go WOT.

When I do go WOT, the car regularly peaks over 16PSI, i've had upwards of 18.5 and I do NOT have a tune. Granted, it was over 110F that day, but isn't peak overboost rated at 15.5PSI on a stock tune? Also, the car is definitely not pulling like it's using 17+PSI

I've also been trying to locate a fluttered blow off sound. It only happens when it's under max load (generally maxing 2nd or 3rd gear pulls). I've swapped BOV's (stock), and put in brand new vacuum lines, as the old ones were pretty worn out. Not really sure where to keep looking. Guessing all of these symptoms are related though.
