One xenon is brighter than other

I have a small issue with xenon - driver xenon is brighter than passenger xenon (it's left hand drive car).

What I have tried?
- Changed bulbs from left to right
- Changed ballasts from left to right
- Aimed lights (they are aimed correctly and both lights are shining at same height straight line.

All above steps lead to the same result as you can see on attached picture below. As you can see on image driver xenon has full circle of light, and passenger xenon just a half.

Can you please tell me - Is shine/beam from passenger xenon (left in picture) correct? - or - Is shine/beam from driver xenon (right in picture) correct?

Driver xenon has aiming mechanism broken. So there is high possibility that this is the issue... but only horizontal aiming is broken, not vertical.

I need to know this because I'm going to buy replacement xenon for broken one, but if shine/beam from broken xenon (driver side) is correct then I'll need to buy other xenon too. I hope you know what I mean. It's weird because both xenons are aimed correctly and shining at same height so I'm not sure if it is lens defect, or something like that. Even if passenger xenon is aimed higher the driver xenon is still brighter and vice versa.

No one in my area has Mini so I can't check how lights should be shining personally so I would be really thankful if someone can give me advice :-)

do both headlight "shutters" move when you go to high beam?

your photo looks like the driver side is on high beam (shutter open) and the passenger side is on low beam (shutter closed)

Hey, thanks for reply. I didn't know that there is something like 'shutter', but I've checked it today and it's probably 'shutter' issue.

Because when I switched to high beam:
- passenger xenon is much brighter
- driver xenon is little bit brighter, but not so much as passenger xenon

Is this 'shutter' thing serviceable? In other words - is it worth to take xenon apart and take a look what's going on - or - I should just buy whole new xenon...

I have dismantled driver xenon few hours ago but everything is okay. Shutter is working properly so I don't know what is going on.

I'll buy new xenon and I'll keep my fingers crossed it'll solve my issue.

Yes, I was going to say check the shutter also, looks like its stuck half way between high and low beam ? I would pull the bulb and see whats going on with it. When the bulbs go bad they get a little more pink in color and then eventually go out.

I've pulled bulbs out but I'm not able to control high beam without bulb connected.

What will happen when I pull bulb out of light assembly while still connected to power source? I'll be able to switch high beam ON/OFF but I'm afraid bulb it'll explode or something like that :-D
