2004 Mini Cooper S Heater Issue

Hello all,
I saw a few posts about heating issues, but no one seemed to pinpoint the issue I’m having with my cooper.

I am getting no heat at all from my cooper. I wanted to mention that when I put the heat on auto & HI or a high temperature the fans do not kick in. I can manually hit the “fan +” button and have it blow cold air. The AC is working.

I've checked the coolant level and it was barley under the “MIN” level. I filled it up to max and haven’t noticed any decrease in coolant for over a week with no heat still.
I've also checked all of my fuses listed below and they are all good.
• F21
• F29
• F30
• F31
• F40
There is no leakage in the cabin of the car near the heater core. The engine temp stays at half with no overheating. I don’t hear anything funny under the hood and don’t smell anything in the cab.
I think it might be a partially blocked heater core, but I wanted some second opinions.. thoughts?
