Hurry! Help for Removing the front suspension!

I want to replace my front suspension, and the guide I follow is http://www.pelicanparts.com/techarti...eplacement.htm. But in figure 10, I can not remove the 13mm bolts. Because when I try to remove the bolt, the wheel housing is moving at the same time.
Could you please help me with it? I'm in hurry because I'm on the half way of replacing the suspension.

Can't you just lock the steering wheel?

A compressor and and air impact wrench or a cheap battery powered impact wrench is invaluable. Those are only at 41lb torque so they shouldn't put up a fight unless you live in the rust belt.
