Brake duct - only one side??

So, I installed my Carbotech XP10 brake pads this weekend and I never knew brakes/braking could be so fun. While I was down in that area, I noticed leaves and a cigarette butt stuck in the driver's side brake duct. Upon further inspection, I noticed that the duct leads to a dead end! The tubing and everything is there - it just directs the incoming air against the wheel well cover. The passenger's side goes straight through and directs air into the rotor/caliper area.

Has anyone else noticed this on their car? The solution to this was easy - I cut a hole through the wheel well cover in the same shape as the end of the duct tubing. Now both sides duct air into the rotor area. I could improve it a little by somehow securing the tubing to the opening, but it's gotta be better than the way it was.

I'd get the dealer to fix it. That's obviously a mistake during assembly.
