Steering fan cover?

Stumbled across this when looking up potential add-ons for my Clubman. Do all post '02 Minis have an exposed steering pump? Have any of you had to get it fixed before? Sounds like a serious design flaw. I'm wondering if I should get this rather than risk blowing out the fan.
