It'll be covered as long as you're still in the 3yr/36k mile service period.
("Inspection I" didn't come due on my car until ~33k miles, so I suppose it's possible for the service period to expire before you get to Inspection I, especially if you do a lot of freeway driving.)

Unfortunately no.MINI and BMW don't cover anything with regard to the tires at all.You would have to pay for tire rotation and/or balancing.Same goes with alignments too.Best to use an independent tire/auto service center which would be a lot cheaper and possibly offer a tire rotation and balance package too.Just make sure they are familiar with a Mini Cooper.
