belt drive vibration damper (vibrating sound!!)

Did a search but found no previous problem like this really. I have stock '05 pulleys on my mcs and I have a loud vibration coming directly from the vibration damper... but I'm not sure why or if I can just tighten that up... ? Anyway, I know it's coming from there because I'm lifted and took off the wheel and splash skin around the wheel and stuck my head in there while the woman pushed 1.5 rpms for me.. it's a consistant vibrating sound coming right out of that pulley's center. Anyone know how I might fix this? Thanks,
Spade

Ok just tried to tighten that pulley's bolt but the whole drive belt moves with every turn I take... so no dice there, what should I do? If I'm right about where it's coming from it's the deflection pulley I think (pretty sure that's what it's called). Please help guys. Thanks
