Remove the shifter center piece and unscrew the fasteners for the tubes, get some adhesive backed felt and cut narrow strips (a table top paper cutter will do it neatly) long enough to wrap around the faux supports (down tubes) and some pieces to fit between the tubes and the Styrofoam blocks they sit on as well as the contact points between the tubes and the head unit. Tape the felt around the edges of the openings where the supports enter the shifter center piece as tidy as possible and insert the tubes. Screw the tubes down until they come to a stop and no further; the large fastener head on the tubes is misrepresentative of the amount of torque needed. I also added some other touches but the end result is a very secure down tube that won’t squeak or creak.
I've had a child, and I'm 36, of course my jigglies wiggle a little bit. However, being in SoCal, there are countless professionals that can help me with that. It's a mod I'm looking into.
BTW, the tubes insert through the center piece from the bottom up so that cover around the shifter must be pulled up to access the Styrofoam base and get a neat reinsertion.
