How to adjust front bumper?

My front bumper needs adjustment to even gaps w/ bonnet (side-to-side and up-down). I found the four screws in front (2 on each side of radiator). Can't find adjustment screws "accessible from front wheel wells." What am I missing? HELP please!

They're inside the front wheel wells facing forward. 2 screws per side. One is for vertical, one is for horizontal. When they are loose, you can feel the bumper on a sort of springy support. Turn the wheel to lock and stick your head in there and take a look.
