OK, going through editing my sig through the sig-o-matic tool and I get these instructions. Sounds simple enough.....
Click on the image you want to use for your signature and will be taken to the User CP->Edit Signature screen.
Click on Insert Signature Picture to place the graphic in your signature block
Click Save Signature
However, I do not see Insert Signature Picture anywhere. Is it something to do with these permissions
I do see where I can insert an image via something that is already on the web somewhere, but i am pretty sure that is not the tool to use...

I missed some permission settings for vendor accounts. This should be resolved now. When you use Sig-o-Matic and click on one of the processed images to use you should be taken to the following screen showing the graphic you selected. Just click on the "Insert Signature Picture" and you will see (depending on which editor you are using) the image inserted in the signature area or the tags [sigpic][/sigpic]. At this point just click Save Signature and you are done.
I also tried and found no Insert Signature Picture.
So now my siggie is invalid.
I fixed this for you. You should see the option to Insert Signature Picture (see the screen grab I provided above) so you can change it if you would like. That said you updated signature graphic has been inserted using the new method.
The Insert option is still not there, via Firefox or Safari on my Mac.
With hornguys assistance I learned that if you have Basic Editor selected in the Message Editor Interface section of User CP->Edit Options you won't see this option. When you are viewing the edit signature page you will see the graphic in the signature image area. Just above it enter [sigpic][/sigpic] in the text area and save your signature. Alternatively switch to the Standar or Enhanced editor to see the Insert Signature Image link.
Do I assume I have to upload my sig to the gallery to make this work?
No. You no longer will need to host your signature file either in the gallery or elsewhere. It will be uploaded to our server and included in your signature.

Right now it appears that you are using several graphics in your signature. With the change you'll need to have just one graphic. When the [IMG] tags support is removed there won't be anything in your signature (as it currently stands) until you provide text and/or a signature graphic.

When 'Allow [IMG] Code' is set to 'No' aren't existing IMG tags treated as URL tags, making images appear as links?
I was using [imgleft], which allowed me to have three or four lines of text next to the image, starting at the top of the image. [SIGPIC] starts the first line of the text even with the bottom of the image. Are there variations of [SIGPIC] to control the placement of the image, and the flowing of text around it?
