Cool Signature Pictures

I am pretty new her and have looked all over the site, but cannot locate where a person can obtain those cool looking MINI pictures that appear similar to caricatures/paintings. Any help to a newbie?

Try photoshop. Most pictures are copyright protected unless permission is given by the author. I think people just make up what they want.
