Safety. New rule from BMWCCA

I got a Hans device last year when a driver of a Porsche died at a DE event at the Glen. I recomend that every one here that races or does DEs should get a head and neck restraint.

Dec. 15, 2005 Subject: Safety Equipment -
2006 BMW CCA Club Racing and the Club Racing Advisory Committee are developing a set of rules for the 2006 season, unfortunately they are not ready for publication yet. However, there is one change for 2006 we want to tell you about now so you can make appropriate plans, if necessary.

Effective April 1, 2006, all racers must use a Head and Neck Restraint meeting SFI 38.1 standards. As of December 1, 2005, the following devices have been approved under the SFI 38.1 standard:
HANS - (888) 426-7999 - www.hansdevice.com
R3 Device – (800) 731-4404 – www.lfttech.com
Hutchens II – (800) 731-4404 – www.hutchensdevice.com
BMW CCA Club Racing will be the first amateur road racing organization to mandate the use of these devices; we will not be the last. These devices are currently required for most, if not all, professional racing series in the country. Remember our first concern is your safety.

I finallly purchased a Hans device while at Roebling Road for the last BMWCCA event last weekend. The sad news of Dave McPhearson's death at a recent club race disturbed me intensely & led me to re think the importance of the Hans device. Although I never herd the details of his accident however I suspect that the lack of a head & neck restraint may have caused his death.
Yesterday I received an e-mail announcing the new safety requirements for 2006 season making neck restraints mandatory. I think it is a wise decision in the name of safety.

The rule seems unclear - is it required for DE participants?

Probably not. DE is not a racing event. DE does not require roll cages, fire supression etc, that racing events require.

No. That would be impossible for all practical purposes in a DE since a Hans or similar device requires a full harness, and that in turn mandates a roll bar in most cases.

The rule seems perfectly clear: it applies to BMW CCA Club Racing, not to any other driving activity.

Not to mention race seats.

One disturbing data point though which someday might affect DEs. There were rumblings out of NJ that after the LRP incident earlier this year (which is a pretty silly motivator as the driver had a HANS on). Apparently, there was a state panel that was investigating requiring a H&N for all track events held within the state (oval dirt, drag and presumably with the new track in south Jersey road race as well). Haven't heard any outcome from this, but while its doubtful any of the clubs will require H&Ns for DE anytime soon, outsiders might attempt to change that. Hopefully they'll figure out that adding an H&N is a component of a system and simply requiring one would do more harm than good in a DE situation.
