dog harness / seatbelt retraction question

Stupid question here, but I haven't been able to figure out how to get the seatbelt to work right with my dog's travel harness.

I have one of
these harnesses these harnesses
, there's a padded chest restraint and there's a loop on the top where I run the seatbelt through and it would keep my dog from getting ejected out of the car if there was an accident.

The problem is when I pull the the seatbelt out to its full length, it only ever retracts. So it ends up with my dog getting slowly pinned to the back of the seat, she's never able to lie down. Normally the seatbelt has some give to it, as long as you don't yank it, you can release some slack and then pull it back out, but it seems like if you pull the belt all the way out and use it that way (instead of in a triangular fashion like it would go across a person's chest and lap) it just wants to eat up any slack it can.

Anybody know what I'm talking about here?

My dog's harness has a short tether that attaches to the back and to the seat belt. Why is it necessary to pull the seat belt out all of the way?

mine doesn't have a tether - there's just a loop in the harness piece that goes across her back. in order to pass the seat belt through that loop, you need to pull the seatbelt out so that it's a single, doubled up strap.
