Cosmoline?

The tech probably checked all the fluid lines for leaks and found none.

this is been leaking for the past 6 months. its hard to wash off.

I believe it is Cosmoline. It is usually a jelly/vaseline consistency but runs when it heats up.

Polish oplus elbow grease followed by some wax takes care of it on the bumper.

Looks like a photo of what I found on mine while washing yesterday, just on the wrong side

Yep, its the cosmoline. It's been pretty hot here in TX, so I guess the remainder on the inside of the hood has been melting and oozing out.
