O2 simulator for catless Downpipe?

I'm doing some research and price comparisons for a downpipe and came across this. Anyone ever hear anything about it? Snake oil or does it have potential?

I have my doubts but for $50 it's way cheaper than the delete-r thing that plugs into your OBD-II port.
