Mine turns over a little slower when in the lower temps (0 and below, but always starts first time) so providing you're using proper grade fuel I'd have dealer look at it.

Reason 1 - Gasoline, like any other liquid, evaporates less when it is cold.
Reason 2 - Oil gets a lot thicker in cold weather. .
Reason 3 - Batteries have problems in cold weather, too.

Could be a bad thermostat.

I'm using 95 octane gasoline.
I asked about thermostat, it is ok.
How much do you press the start button (seconds)?
Do you press throlle during pressing start button? (left foot brake, right foot throlle)

modern cars do not need throttle input during cranking.

in cold weather (15F/ -9C) I press the button briefly (<1 second) and the mini fires up instantly. cranking never takes more than 2 seconds (if that).

battery age can also play a big role in starting behavior. cold weather does affect battery cranking power.

Battery is 2 years old and shows 14v on odb2, also there isn't any fault code.
I have to go to service...
Do you suggest 98 octane or 95?

your octane ratings are probably not the same as in the US (I assume you're not). IF they are are RON instead of R+M/2, then you probably want 98 RON which is roughly equivalent to a US 93 R+M/2. 95 RON would suffice but on a modern turbocharged motor, higher = better generally.
