2010 Mini Cooper Sub Frame Rust

I just took my car to a mechanic to get the front drivers side axle replaced and they called back to say it might not be worth fixing because of extensive rust on the sub frame.
Is this something that can be repaired? I do know there is rust as I just recently replaced the rear brake callipers, rotor and pads and I had to drill out the screw holding the rotor in place.
Any suggestions would be welcome.

Or it can be welded, Mechanics have to say this I think because of liability - its just metal tubing. A good local welder can save you thousands.
