That's the sensor for leveling the Xenon headlights. There's a similar one on the rear suspension.

Have you ever noticed when you turn on your headlights that the beam goes up and down a little? That's the leveling adjustment. The sensor measures the angle between the lower control arm and the fixed part of the chassis. The signal goes to the car computer which then adjusts the headlights. If you put a few hundred pounds of stuff in the back, the rear of the car will sag down and the front bumper will tilt up. That would point the headlights up - but the leveling sensor adjusts for it.

I hit the little pivot joints once a year with a little grease so they dont rust and hang up and snap the little plastic arm.

To avoid future maintenance problems, affix a "NO FAT CHIX" sticker to the passenger side door.

That's probably not a bad idea. I'm gonna spray some white lithium grease on the pivots next time I'm under there. Thanks.
