I have an 08 Mini Cooper S that I purchased used. At the bottom of the windshield is a plastic piece that surrounds the windshield wipers. This piece is cracked and chipped. I looked the piece up online and found out that it is called an Apron Cover and it is two pieces (right and left).

Is there something that should go on top of the Apron Covers? Is there a Cowl Cover or something else that is missing? It just looks incomplete the way it is.

Nope. That's all there is. It is typical that the clips on the apron covers break when removing them, so they are commonly replaced. Which explains why they are relatively cheap.
