I'm assuming if the brake isn't being depressed far enough for the push button start to activate, it won't shift out of park either.
However if mini's do have that switch to overide a blown fuse, you'll be able to shift into neutral and try this method.

my 2 cents: with the safe/reliable function of the brakes in question, might be better NOT to attempt to get the car back on the road. So you get moving again and what if you need to brake and nothing happens? YIKES!

Not sure about Mini but other cars brake boosters can cause a stiff pedal when the vacuum from the engine isn't available to relieve it. You could look for a switch on/near the brake pedal that tells the ecu the pedal has been depressed and manual manipulate it with your hand possibly to get it to start. Then the brake booster may reset it self.
Just my advise, not a professional mechanic, but I have worked on lots of cars and Uhaul trucks for a few years.

UPDATE: it turned on with a little struggle this morning and i took it to the mechanic. The volts were around 10 which is low for cars with push start so the battery was changed. The car still doesnt turn on as fast as it should perhaps because of the cold and starter. I will keep you posted tomorrow and let you know if the starter had to be changed as well. So peace of advice if your car doesnt turn on the first time it could be this! Not the fact that you didnt push it down enough. i just hope its not too much have anyone had to replace their starter before?
