P0420 with CC-ID 031 and 276a code 2009 clubman

Hello everyone, I have a 2009 mini cooper clubman non s with 149000kms on it. I've had a fault code show up and trigger the engine light for a while now. When I used the built in system, it shows CC-ID 031. I got it scanned using an obd2 and it showed a p0420 code and then a mechanic told me its a 276a code which pointed to a catalytic converter. I got a quote from the local dealer and they said approx. $2500 to replace the catalytic converter. Aftermarket ones are a lot cheaper but I don't know if they are a good. One of the brands is Eastern which its a lot less and my mechanic said 2 hours to replace. I was wondering if it is guaranteed the cat or could be the O2 sensors and if the brand eastern or magnaflow are okay for replacement cats if need be.
Since I got this car, I've had nothing but headaches. The car recently had all valves, valve seals replaced because it overheated due to a leaking water pump and it cost almost half the value of this car. Mechanic said there was a lot of carbon in the engine and that could have caused the catalytic converter to fail now but I just don't want to dish out money without a second opinion on aftermarket parts or the possibility of the o2 sensors needing to replaced instead.

Did you start noticing a loss in MPG or in your case KPG very sharply. = bad 02 sensor

Does you EGT exhaust gas temp show very high ? = bad cat / clogged cat

Where are you? Do you need a cat for smog? I have 170000 km in Calgary. Glad to see another high mileage clubbie. A wrecker in town has a R56 that had a cat if you want a cheaper option. If you haven't done a carbon cleaning, it's due
