Engine Whine Noise and Oil Leak

I think I've got all the facts I need from the forum but now I need some opinions.
I have a 2010 Clubman S and recently started hearing a high pitched whine (sounds exactly like a supercharger) as my RPMs increase coming from the front passenger side. Makes no difference if moving or in neutral. From my experience with cars this most likely signifies a pulley has a bearing that needs to be replaced.
In the course of investigating this I notice a small oil leak has started around the same area (a few drops while parked for an hour). Being the paranoid person I am my MINI is now on jack stands in the garage with the engine bay ripped apart. It appears to me that the timing chain tensioner is leaking a small amount of oil but it is not loose.
Just curious what some of you guys would do. I can't decide if I should just replace the tensioner or do the whole timing chain while I'm at it. And if anyone has had a pulley bearing wear out (most likely the water pump because it is covered with oil now)?
