Straps/Buckles for Windscreen storage case?

I have the super cool folding wind blocker for my 05 MCSC. I understand perfectly how it folds up and stores in the OEM case. My question is about the strap/buckles. This is the case I'm referring to:

So, my question is, what is the logic/arrangement supposed to be for the strap? It's got an adjustable buckle, but then also two snaps, and I can't for the life of me figure out what they are supposed to do or attach to. Anyone got this figured out?

I had the same question so I furrowed my brow, thought deep thoughts and decided to try the 'if I ignore it, it will go away approach'. So far, they are still there. I've considered cutting them off but have been stopped thinking something bad could happen. To save myself from the anxiety of the unkown I tell myself how grateful I am to have such a nice case protecting that near priceless windscreen. My best advice is to just put the top down and go motoring.

Okay, at least I'm not the only one not getting it.
