wanting to make sure the ralley lamps are the two lights that fit on the grill right? if so where are the fog lamps and why are they optional seems like they all have fog lamps if i think i know where THEY are.

 

You are "half" right:-)
The two externally mounted lights that are attached to the grill are the "rally" lights.
The fog lights are the lights under the directional/parking lights. All minis have the holes for these. If fog lights are not ordered, the holes are still there, however, they have self body colored louvers there instead of the lights.
