I'm guessing '02-04. Get a torx driver and a bit of patience.
You need to remove three screws from the bottom of the airbag cover (don't confuse them with the two or three screws for the glovebox, which are in close proximity) Then remove the top of the dash (two torx on either side, underneath plastic panels which just pull off.) From there there are three more torx on the top, as well as two nylon retention straps that require a 10mm socket - the one on the right is tougher to get to - use an extension.
After ALL the screws are out, lift up on the bottom (if you get any resistance, check for more screws) and the cover will pivot out. Note that in the top are three green plastic screw retention pieces. These just LOVE to fall out and subsequently fall in behind the glovebox :impatient as you wriggle the cover out. Be warned!
Note that it is a breakaway cover, so don't force anything, or you can find it breaking away unexpectedly. Only handle the frame where the screws go through.

If you are referring to the air bag dash panel, I don't recall there being screws in the bottom of mine. How is the air bag going to blow it open if it has screws holding it?

As an aside, how it works is that the panel is lightly connected to the piece that's actually screwed down. When the airbag blows, the dash piece (which is attached to the fabric tie, is flown up on top of the dash off it's mount, the airbag comes through the mount. If you BREAK the dash's mount, you'll have to get a new airbag module for the car. It's expensive, so be careful!

Me.

The cover is essentially held down with a 'serrated' rubber type material. When the airbag goes boom, it just blows through the rubber. The top of the cover is held VERY securely with nylon straps bolted to the top of the dash.

In the pic #5 is the airbag cover, 13 are the green plastic screw retention pieces I mentioned, 14 are the torx screws and 18 are the nylon strap bolts.

Once all the screws are out, the whole thing pivots by the upper connectors (lift up on the bottom), then sort of snakes out. Just go gently. As I said previously, remove clips (#13) before removing the cover, or they'll fall off and possibly drop in behind the glovebox.
