Stupid question!!

Iv'e seen pictures of the fender reflectors on both the base and the S,...but I don't see them when you spec out a car on MINIUSA.com .

Are they standard ??

They are included by law on all US cars. Other regions do not get them.

...because the base code (flash?) is used across all national MINI sites so as to ease programming. So while we may have different options, the code that displays the car itself is not unique to NA.

The side marker reflectors are mandatory in all cars sold in the US and Canada since the year 1968.

For instance, Mexican market MINIs, do not have the side markers in the wheel arches.
