R50/53 Power steering problem????

Hi all,
I am 28m from Australia and have a 2002 MC. Totally love the car.
However it has developed an annoying knock in the steering. I have noticed it when I turn at low speeds. It is probably present at higher speeds but I just dont know it. The car has been back to the service shop once for this problem already and the whole steering rack was replaced. Now it is going back again.
The service shop said that this problem had been reported by a number of AUS mini owners. Has anyone else heard of or had this problem? What is it? How was it fixed? Is there any cause for a safety concern?
