R50/53 License plate laws in NJ

Does anyone know the License plate laws in NJ? From what I know, you can't have custom plates if your car is a Lease. This is true, right? If so, why is it true? It seems pretty silly...

Just stick your plate of choice on and carry the real one in the boot, ready to change if you get stopped by the man.
