Interior fuse panel swap: "What is this wire?"

In the middle of changing out the interior (left footwell outboard) fuse panel because of an apparently dead fuel pump relay; those of us in the privileged 9/2005 - 2006 R53 owners club know well the fury of having to do this job. The relay is soldered to the back of the board, so a simple plug and play relay swap from the front is not possible on these cars, as it is with previous production cars, because BMW is Satan.

Solid red wire, 16(?) gauge, ~8" long.
Extends from back of 14-pin connector #C582 on the back of the interior (left footwell) fuse panel, upper right as you look at the back of the panel.
Second position down on the outer row. If I'm looking at it corrrectly, it would be position #6, lower row if the bottom is the row with the connector's retention clip / tab. See picture below.

Appears to either have broken off somewhere or it was snipped at some point. Any ideas / suggestions appreciated. Red generally means power, which means something will now not work, or work correctly. Would prefer this not to cascade into something serious.

Worry: the wire reaches the back of the OBDII connector (see picture) but does not appear to have been contained in the loom reaching it. Anyone know if this is part of it? Or something else I cant see?
