The power steering fan engages at X temperature and that is controlled by the ECU. Example: Because I live in Texas where it's hot as hell in the Summer I had mine reprogrammed to come on sooner at a lower temperature. I've read a number of comments that says the A/C has to be on for it to work but I haven't tested that theory. It's an easy and cheap DIY fix (two bolts). New PS pumps are around $600 so the fan is a cheap alternative if you think it's not working. Remove the fan and see if the blades turn freely. You should also check the fuse just in case.
When you turn the AC on fan should go on as well. is a good way to test it, @cooper48 said is super easy to replace.
