My 2003 MCS engine fan wasn't working, and I confirmed it was the resistor (it was broke in half when I pulled it apart). I ordered a new part in, got it installed, and now it works fine if given 12V.
When the car is running, the engine fan still won't turn on. The A/C isn't working yet so I'm unable to try that trick.
The PS fan comes on and off without a problem, both relays in the engine fuse box have been checked and are good. I also checked the 30A FL9 and the 5A in F5 and both are good as well.
The system seems to be ok, and the fan will work when provided power at the plug but won't turn on via coolant temp. Where is the coolant fan switch as it's the only thing I haven't checked but I have no idea where it is.
Just thinking out loud, is the PS fan turned on by the same coolant temp sensor? When the car heated it, it turned on automatically and stayed on several minutes after the engine was turned off.
If so, and the coolant switch is working, then I must be missing something.....
Well, I've continued to investigate the fan issue and it seems something obvious wasn't obvious before.
When going back over the wiring as I was planning to jumper the relays to see if the fans came on, and it hit me the relays for the fan positions were different than the rest.
I pulled one out and the previous owner had installed the wrong type of relay. These have the 86 and 30 pins switched compared to they should be. I don't have any extras on me so I'll have to swing by the store tomorrow and pick a couple up.

Problem solved, it was indeed the wrong relays for the fan circuits. I picked up a couple of the correct Type A relays, and the low speed kicks on and off as required based on them. The high speed never came on, but that's only because it never got hot enough though I'm confident now it's works and I'll validate later once the A/C is working.
