Clutch safety switch

2006 MCS- my clutch safety has a narrow window of operation approximately 2” from the floor. To crank the car I have to put it in neutral, turn key to start position and depress clutch pedal until the starter engages. If you try to start it by pressing the clutch to the floor then turning key it will do nothing. I tried replacing the switch and it did not fix the problem. Any suggestions guys? I do believe the clutch master has been changed as the nut was missing from one of the mounting bolts but I am unsure.
