loose vac cable

I am in the process of changing out a thermostat and found the broken parts of a 90 vaccum part in side the air cleaner. I have never had it apart and only two places have had it open, (original dealer to do the JCW upgrade when i got it and the local dealership).. on the outside I found a loose cable.

It goes back down and I cant find the end of it.

I know this is not from the secondary intake control as I disconnected it when i was taking this part...

Any help or guidance would be greatly appreciated.

CB

For some reason my earlier post didn't appear.
That's what I thought it was, it's not really needed, most new owners remove the flap entirely, but if you're going to leave the flap in place, it would be better if it worked correctly.
It's just for additionally air flow at WOT.
