R50/53 Halogen headlight adjuster

Halogen headlight adjuster
I have halogen headlights with a 0-1-2 adjustment wheel under the steering wheel. Only the left light moves, where should I start looking? I think the right one may be stuck in the down position.
Thats a euro thing we never got that manual adjuster in the USA. If i remember right there was a motor for each side. And you will have to go to each light and check the motors, I have not seen one for a long time.
