Interior differences?

Why do some minis have the speedometer in the center while others have it over the steering wheel next to the tach?

The MINI’s with the dual gauges on the steering column have NAV or the optional Chrono gauge package in the center. Australian MINI’s have a giant tach in the center and a single speedo on the column if they dont have those options because of their laws.
