I am not sure you described the regional DVD thing clearly.
I have modified my Onkyo to play any region - but when I play a UK (region 2) DVD it does not display because my TV does not understand PAL encoding.
There are two DVD encoding formats, 60Hz 525 lines and 50Hz 625 lines ...
If you want to play a PAL (UK 50Hz) DVD you need a TV which is multi-region or you need a DVD player which will convert it for you.
I have a second Apex DVD player and this can convert PAL to NTSC (or the other way).
So US viewers - be careful if you buy a non-region 1 DVD.
