Cat Monitor Not Ready SMOG

hey y'all....

R53. at the moment for smog the setup is as follows... SO-CAL car, only 50k miles, stock airbox, all o2 sensors, and stock headers and cat are in place. no CEL light or codes except....

There is one pending code in the DME stating that my Cruise Control is not connected. This is due to my aftermarket steering wheel. This should have nothing to do with the Cat Monitor one would think, but I have been told ANY errors in the DME could prevent the monitors from showing as ready.
Smog has never been a problem before, with this setup. I was told the car could be fooled into thinking it never had Cruise Control from the factory. Is this true? Who would have that tool?

ONLY my Cat Monitor is showing NOT READY. I have driven more than 2000 miles and done a few soft resets of the monitors, but still ONLY the Cat Monitor remains NOT READY. Drive cycles galore have commenced.

The dealership wont touch it. Or in true dealership fashion, they just start swapping parts till its fixed.

The rando mechanic says the cat and o2 sensors are good. What the heck is the next step?

Quite frustrating....
